Who were ‘Ancient Order Of Freemen’? Why they were known as so?

Ancient Order Of Freeman was an organization under the control of McGinty and people who belonged to this organization are known as scowrers.They have done many crimes but nothing can be proofed against them because every one was afraid of them.
